No Noise and No Movement
Her enquiry was precise about what the drive does not do, which is more useful than most descriptions. An external drive "powered by the USB lead. The decode: the free test, then the real possibilities
Why bus power is a genuine suspect: a portable drive takes all its power from the interface lead, and spinning up a mechanical drive from stationary is the single most current-hungry moment in its operation — noticeably more than running once it is up to speed. Ports vary in what they will actually deliver, particularly on laptops running on battery, through hubs, through long or thin cables, or through adapters and docks. A drive that is marginal for current will do exactly what she describes: nothing at all, silently, with no error, because it never gets far enough to announce itself. That is not a failed drive; it is a drive that was never given enough to start.
The tests worth running, in order and free: a different cable, ideally short and of decent quality, since thin or worn leads lose voltage over their length. A different port, directly on the machine rather than through a hub or dock. A machine plugged into the mains rather than running on battery. And, if the drive came with one, a Y-cable that draws from two ports at once — that exists precisely because this problem is common. A powered hub achieves the same thing. If any of those brings the drive to life, she should copy everything off immediately rather than concluding the problem is solved.
What silence means if power is confirmed good: three remaining possibilities, and they differ in cost. The connector or board may have failed, so no power reaches the drive at all — repairable at component level. The motor may be seized, or the heads adhered to a platter after being stationary — mechanical work. Or the board may be delivering power while the drive fails silently before any audible activity. Distinguishing those needs a measurement rather than a guess, which is why a controlled supply is used rather than another laptop port.
What not to do: repeated plugging and unplugging in the hope of catching it. If the drive is marginal on current, each attempt is a partial spin-up that stalls, and stalling under load is harder on a drive than not starting at all. Two or three attempts across different ports is a test; twenty is wear.
Why "there probably isn't too much" is worth saying: a modest volume of material means a short image and a simple delivery — and it is worth naming which folders matter, since a small, clearly-specified set can be captured quickly and confirmed early.

Current draw was then measured on a controlled supply rather than a host port — which establishes whether the drive attempts to start, stalls, or draws nothing at all, and does so without repeated stalling under load. Where no rotation occurred, the board and motor were assessed to distinguish a power-path failure from a seized mechanism, and imaging followed on restored operation.
