The decode: what each list means, and where that leaves the fault
What the device list records: that something plugged in, drew power, and completed the introduction its interface requires — announcing what it is and what type of device it claims to be. For an external drive, the component doing the announcing is the enclosure bridge, the board converting the drive's native interface to USB. So an entry there proves the enclosure is alive and communicating. It does not prove the drive behind it is doing anything at all.
What the disk management console records: something quite different. That tool lists devices which have answered disk-level questions — how large are you, what is your sector size, what is at the start of your media. Answering requires the drive itself to be ready: spun up, heads positioned, its own internal configuration read. A drive that cannot do those things has nothing to say, so the console has nothing to list.
What his gap therefore identifies: the enclosure works and the drive does not respond. That eliminates the cable, the port, the power supply to the enclosure and the bridge board — all of which are the cheap and cheerful explanations — and places the fault in the drive itself, at or below its readiness sequence. It is a narrow finding, and reporting both observations is what produced it.
What that usually turns out to be: most commonly the drive cannot read its own service area — the reserved region holding its firmware, defect maps and configuration, which it must read on every start-up before it can present itself. Sometimes it is mechanical: a drive that spins but cannot position its heads well enough to complete initialisation. The two are distinguished by listening and by watching the identify response, not by trying again.
Why the shop was right to refer it: a drive absent from disk management offers nothing for software to work with. There is no volume to scan, no partition to repair and no filesystem to rebuild — every consumer tool needs the operating system to present a disk first. Referring it on was the correct call rather than an evasion.
What not to do: not keep trying it on further machines, since the result is now established and consistent, and not accept any prompt to initialise if the drive ever does appear — that writes a fresh structure over the start of the media.
